Made this for dinner last night, as I had a pound of ground beef and not much else! It was quick and delicious. I will add a little somethin' to the ketchup topping next time for more flavor, but yum! And, our broiler is a no-go, so I used the air fryer lid on my Instant Pot.

Yes. You can use a pre-make keto panko instead of the pork rind crumbs.

You should still wrap in foil, but you don't need the broth. If you want a steamy oven environment, you'd use a sheet pan of water in a lower rack.

A regular pressure cooker works too but I find the electric kind is easier and safer.
