Layer the fish in a casserole dish, and season with salt and pepper.
Add the butter to a skillet over medium heat. Sauté the onions in the melted butter until softened. Place the garlic into the skillet, and sauté for 30 seconds longer.
Pour in the chicken broth and heavy whipping cream, and simmer until thickened.
Add the spinach to the skillet, and stir to combine.
Season the sauce with salt and pepper to taste. Pour the sauce over the fish in the casserole dish.
In a bowl, combine the pork rind crumbs and Parmesan cheese.
Sprinkle the crumb mixture over the top of the fish. Bake for 25 minutes. Let rest for 5 minutes before serving.
